The methods for assessing regulatory deficiency risk described in this document have been collaboratively developed by Legal Atlas and WWF-Germany for use in the WWF Risk Filter Suite, a corporate and portfolio-level screening and prioritisation tool that enables companies and investors to assess and respond to their water risks, both now and in the future.
These methods outline an approach to evaluating laws and regulations governing freshwater resources, whether directly or indirectly. For this evaluation, freshwater is defined as naturally occurring, non-salty water suitable for drinking when clean or treated. The results aim to be integrated with the broader components of the WWF Risk Filter Suite, examining additional aspects of freshwater management, including the enforcement of water-related legislation. This is a working document. Periodic updates are anticipated to be necessary to reflect changes in legislative approaches to freshwater management. |

A joint publication by Legal Atlas, WWF and TRAFFIC, Law of the Tiger: A Comparative Study of the Laws Governing Tiger Trafficking in 12 Tiger Range States, reveals critical legal gaps and inconsistencies that, unless addressed, would hinder efforts to counter the trafficking of tigers — undermining decades of conservation efforts and putting wild tigers at risk. |
INTERNATIONAL LEGAL BEST PRACTICES: Terrestrial Wildlife Disease and Trade

The primary objective of this report, International Legal Best Practices: Terrestrial Wildlife Disease and Trade, is to establish a metric (referred to as a ‘legal best practice’) for the assessment of national legislation and specifically its ability to support actions related to the prevention, preparedness, and response to EZDs in the context of wildlife trade. This does not include a review of the status of implementation, adequacy of financing, or enforcement. While all of these have some basis in legal norms, they are also largely dependent on inquiries that extend beyond a legal examination. With respect to legal best practices, there are several interrelated, sub-objectives: 1. To gain a deeper understanding of the legal frameworks that govern the emergence and transmission of wildlife and zoonotic diseases associated with wildlife trade. 2. To translate the growing knowledge of the problem into a more precise understanding of how legal systems already respond and can be improved to respond better. 3. To advance a tool for policymakers to examine their legal framework and make decisions concerning necessary changes and improvements. 4. To draw a closer connection between the proposed international agreements and our understanding of how national legal systems can respond.
